Also, here’s the “Cassidy-Collins” alternative from earlier in the week, which is arguably less horrible than the Rand Paul plan above, but isn’t mean-spirited or destructive enough to get much GOP support.  And it’s weak tea compared to what we already have (i.e., why break it in the first place?).
