By stashing cash in the Cayman Islands, Rauner avoided paying U.S and Illinois taxes on parts of his fortune. Sound familiar? That’s because Mitt Romney did the same thing. Because of these types of offshore tax-shelters, Illinois is losing millions of dollars in tax revenue every year.
